We finally know how the costs of sending out notification letters to alleged file-sharers in the UK will be divvied up. Rightsholders such as labels and publishers will pay 75%, with ISPs paying the other 25%. This ratio will also apply to the cost of the appeals process. Ofcom says it will kickstart the notifications process in the first half of next year. Predictably, neither rightsholders or ISPs are happy with the costs announcement. “We continue to believe that ISPs should bear a greater proportion of the costs of communicating with their customers about illegal P2P use on their network,” says a BPI spokesperson. “ISPA has consistently argued for the beneficiary pays principle and is disappointed with today's announcement,” says ISPA boss Nicholas Lansman.
