EC decision in CISAC case brings praise and brickbats

Yesterday’s European Commission decision to revamp the way collection societies work in Europe has been predictably controversial. In brief, it means that composers should be free to join up with foreign collecting societies rather than go with the local one, while allowing music services to get pan-European licences from any of the 27 EU countries. Authors and composers’ body CISAC has criticised the decision, as has the European Composers and Songwriters Alliance (ECSA). However, the European Digital Media Association (EDiMA) has welcomed the decision. Our question is where this leaves the approach of the major publishers, which has been to create new licensing solutions like the Celas joint venture between Gema and the MCPS-PRS Alliance.
