PRS calls for piracy levy on ISPs
TweetPRS for Music’s latest report has proposed a levy on ISPs based on the amount of piracy ocurring on their networks – or as PRS’ Will Page describes it, ‘incentives through compensation’.
“There is a big need for incentives to be introduced to this debate,” he tells the Financial Times. “The Digital Economy Act states that this problem has to be measured. Measurable problems can be priced.”
Any levy would rise and fall in proportion to the levels of piracy, measured using tools like Detica’s CView.
However, a government spokesperson tells the FT that any such levy “would require fresh legislation, which we don’t have any plans for at this time”.
The report, by Page and Washington & Lee University’s David Touve, can be found here.

Of course the PRS are calling for this to be in place. It makes there life easier! Also makes them seem more legitimate (but they only represent a tiny proportion of the music community!).

It’s always good to be reminded that the business model for the labels now requires a police state.
That’s what you call it when every packet must be read.
