French anti-piracy agency Hadopi appears to be overwhelmed in its efforts to send warning notices to broadband users accused of copyright infringement, with reports that more than 18 million complaints have been submitted by rightsholders so far. Hadopi has only managed to send out 470,000 initial warning notices. 20,000 people have been sent a second notice, while just 10 are facing penalties after receiving a third and final warning.
