Senator Patrick Leahy – one of the driving forces behind PIPA – is looking to set aside $5m to combat piracy in an appropriations bill for the State Department. Just under $900m has been earmarked for “assistance for rule of law, justice, corrections, anti-crime, cyber crime, civilian police, and security sector reform programs, of which not less than $5,000,000 shall be made available to combat piracy of United States copyright materials”.
